This looks like a phishing scam e-mail to me. Forward it to PayPal's security folks at this address:
They will send you an e-mail back saying if the original message is fake or not.
I get these same e-mails occasionally, and the idea is that they want you to use the links in the e-mail to log on to your account. If you did that, chances are good that you just gave away your PayPal account to some hacker.
